An OFAC license dated September 28, 2026, grants Iraqi Airways a narrow exemption for flights involving Iran, according to the attached document.

The authorization is subject to strict conditions:

  • Passengers must be Iranian religious pilgrims.
  • Flights must depart from and return to Najaf International Airport.
  • No bulk cash may be transported.
  • Blocked persons and anyone affiliated with Iranian-aligned militias are prohibited.

The license expires on October 28, 2026, or when the authorized transactions are completed, whichever comes first.
