5. If your street or neighborhood becomes a conflict zone, as long as no shooting is coming from your building, it remains safer to stay there; do not attempt to move during the battle. In actual emergencies, creating holes in walls between houses with picks and hand tools can be safer than going to the street.
6. If your residential area falls out of control of the Islamic Republic, the attackers do not need any "open" help from you. Strongly avoid gathering around military convoys or their positions. Try to organize small groups in your locality by electing three representatives for every few dozen households, through whom you conduct interactions about daily affairs. These representatives, in their dealings, must remember that the presence of attackers may be temporary, so interactions should be limited, preferably written, and related to specific daily matters of the residents.
