The Iranian Parliament (Majles) has approved the general framework of a 33-article “Countering Infiltration” proposal. Key clauses include:

  • MOIS (Ministry of Intelligence and Security) would publish an annual whitelist of foreign governments, universities and institutions allowed for scholarships, grants, academic agreements and scientific events.
  • Scientific cooperation off-list: over 6 months to 2 years in prison.
  • Give a foreign person or entity “any information, report or statistics” without MOIS permission: over 2 to 5 years in prison + permanent exclusion from the job used to obtain or provide it.
  • An NGO or party receives foreign money, contracts, fees or training without approval from a committee including MOIS + IRGC Intelligence: dissolution, prison, and directors banned from cultural/social work for 5–15 years.
  • Interview, dialogue or “any contact” with US, Israeli or state-listed “hostile media”: over 6 months to 2 years.
  • Interview other foreign media without first notifying MOIS through its system: same.
  • Send a photo, video, voice note or “any data” to foreign media; or even someone doing media work abroad: prison.
  • Doing it during “unrest”: potentially over 2 to 5 years.
  • Contact an embassy or foreign organization, inside or outside Iran, without notification + written permission: fines + loss of social rights.
  • A foreign-directed film, book, music or theater project that “shows a black image of Iran” or questions religious rulings: fines, permanent professional bans, and prosecutors may stop it mid-production.
  • Organize or send someone abroad to a course/workshop the state calls foreign-directed or “incompatible with Iranian culture”: over 2 to 5 years.
  • Knowingly join one online: fine or prison.
