The action targets networks supporting Iranian UAV, military aircraft, and ballistic missile programs.

- 𝐒𝐞𝐲𝐲𝐞𝐝 𝐀𝐬𝐠𝐡𝐚𝐫 𝐀𝐥𝐢𝐳𝐚𝐝𝐞𝐡 𝐓𝐚𝐛𝐚𝐭𝐚𝐛𝐚𝐢 — Beijing, China; MODAFL representative coordinating procurement of finished weapons systems and dual-use components.
- 𝐀𝐥𝐢 𝐅𝐨𝐭𝐨𝐰𝐚𝐭 𝐀𝐡𝐦𝐚𝐝𝐲 — Iran; director of Kavoshcom who handled correspondence and procurement for Iran Aircraft Manufacturing Industrial Company (HESA). The release also renders his name as “Ali Fotowat Almady.”
- 𝐋𝐢 𝐅𝐞𝐧 — China; EC Mojo representative who supported Kavoshcom and attempted to evade sanctions and export controls.
- 𝐏𝐚𝐫𝐢𝐬𝐚 𝐋𝐚𝐥𝐢 — Iran; Kavoshcom representative who facilitated procurement for HESA.

- 𝐂𝐚𝐯𝐚𝐥𝐢𝐞𝐫 𝐃𝐲𝐧𝐚𝐦𝐢𝐜𝐬 𝐓𝐞𝐤𝐧𝐨𝐥𝐨𝐣𝐢 𝐓𝐢𝐜𝐚𝐫𝐞𝐭 𝐀𝐧𝐨𝐧𝐢𝐦 𝐒𝐢𝐫𝐤𝐞𝐭𝐢 — Türkiye; wholly owned and directed by Tajammal; part of his MODAFL procurement network.

Key sanctions details
- All designations were imposed under 𝐄.𝐎. 𝟏𝟑𝟑𝟖𝟐, targeting WMD proliferators and their delivery systems.
- U.S.-linked property and interests in property of designated persons are blocked and must be reported to OFAC; entities owned 50 percent or more by blocked persons are also blocked.
- Foreign financial institutions facilitating significant transactions for designated persons may face correspondent or payable-through account restrictions and other secondary-sanctions exposure.
- Operation Economic Outcast, announced August 24, 2026 as “Economic D-Day,” seeks to sever Iran’s remaining revenue, procurement, sanctions-evasion, and terrorism-financing channels.
