Iranian Parliament Speaker Mohammad Bagher Ghalibaf, who also heads the regime's negotiating team, issued a three-point statement on negotiations with the United States:

We achieve concessions not through dialogue, but through missiles; in negotiations, we merely articulate them.
We do not trust guarantees or words; only actions serve as a measure. No action will be taken before the opposing party acts.
The victor of any agreement is the one who, from the day after, prepares better for war.
