A directive attributed to Iran’s Interior Ministry explicitly includes war and terrorist attacks in plans for emergency and temporary accommodation camps across the country’s cities and villages.

The directive is dated 28 September 2026, bears Eskandar Momeni’s signature and is addressed to provincial governors and crisis-response heads nationwide.

The orders include:

  • The Housing Foundation is to procure an initial 6,000 prefabricated cabins and stockpile them at six locations for immediate dispatch after an incident.
  • Municipalities are to publish maps of safe neighborhood accommodation sites and access routes to relief, medical, service and police facilities within three months of notification.

The three-month deadline applies to the maps. The directive does not identify individual cities or stockpile locations.

War-related civilian displacement is explicitly included in the planning alongside floods, earthquakes and other hazards. These are preparation orders; they do not establish that the cabins have been delivered or that an attack is imminent.
